NSA: Cookie monster of the new USA

This deserves watching. Yes, I know that spokespeople have claimed the cookies originated by accident during a software upgrade, but a couple of things come to mind.
1) How can you be a super-secret uber-spy organization while at the same time being an utter idiot about the software you use? Why wasn’t it vetted? Was it vetted and the cookies just slipped past? Oops!
Apparently, government guidelines are pretty clear. Why was no one aware of them, and why was no one on the watch?
The federal cookie guidelines are such that they require specificity and any notice requiring their use must be signed off by a senior official and must conform to strict guidelines.
2) How can you be a super-secret uber-spy organization while at the same time being utterly incompetent at spying? A twelve year old stoned script-kiddie could have told them that this was a stupid way to go snooping. Its not all that efficient on the one hand, and you nearly guaranteed to be caught on the other.
Its a minor issue compared to some others– for example, Court bypassed because it wouldn’t curtsy to the King– but it illustrates the general ‘damn the Constitution’ attitude that seems so pervasive in this administration so it deserves to be watched.
